What they do

PSRF runs an active bull kelp nursery and restoration program in Puget Sound, culturing gametophytes and producing seeded line for outplanting. Its Kelp Cultivation Handbook (2023) is publicly available and widely used as a methods reference. The organization does not supply California, but its protocols and record-keeping are a practical template for a California standard. Provenance rules mean Washington material should not move into California waters.
